SCC for SRS is not bundled into SRS download file. SCC 3.3 for SRS download is under path-

Support Packages & Patches->SYBASE PRODUCTS->SAP REPLICATION SERVER 15.7->SAP CONTROL CENTER 3.3 FOR SRS->platform ( Winodws, Sun Solaris, Linux). The most recent EBF of SCC is SCC 3.3 for SRS 15.7.1 SP200. It should work with SP303. If not, you can open an incident with SAP support. SRS manual is at http://infocenter.sybase.com/help/topic/com.sybase.infocenter.pubs.docset-SCC-3.3/doc/html/title.html.  There is no DBA Cockpit for SRS.
